Federal Maritime Commission 

Chairman

 Chairman Laura DiBella of Florida was nominated by President Trump on September 3, 2025, to serve on the Federal Maritime Commission for a term expiring on June 30, 2028. The United States Senate confirmed her nomination on December 18, 2025, and she was sworn in on January 6, 2026. President Trump designated Laura DiBella to serve as Chairman of the Federal Maritime Commission on January 28, 2026.

Chairman DiBella previously served as Florida’s first female Secretary of Commerce, President and CEO of Enterprise Florida, and President of Business Development at the Florida Department of Commerce where she was tasked with maintaining and improving Florida’s $1.5 trillion economy. Most recently, before joining the Federal Maritime Commission, Chairman DiBella worked as a government affairs advisor for Adams and Reese LLP.

Her career in the maritime industry began after being asked to temporarily stand-in as Port Director of the Port of Fernandina Ocean Highway and Port Authority in 2017 while heading up local economic development in Nassau County, Florida. After a two-and-a-half-year tenure with the port, along with an introduction to the Florida Harbor Pilots Association, Chairman DiBella earned her role as the first-ever full time Executive Director in November 2019. In these positions, Chairman DiBella oversaw the implementation of port improvement projects and worked with state and private organizations to enact legislation and policies to bolster and protect commerce at Florida’s seaports.

Chairman DiBella earned her Bachelor of Science in Human Resource Management with a concentration in Business Administration and Management from the University of Florida. She is an avid distance runner, having completed the original six world marathon majors and holds the record for the number of overall female winner titles for the world famous 7 Mile Bridge Run in the Florida Keys.

Erik Mattson is a supply chain expert with experience across both industry and advisory. With +15 years of experience, he has held various roles across the End-to-End supply chain including procurement, manufacturing, and logistics within a Fortune 500 company, as-well-as advising companies to optimize their businesses.

An experienced practitioner within M&A, Erik has worked on 15+ projects across various stages of the deal-flow including due diligence and complex post-acquisition integrations.

Erik has worked around the globe taking on complex Supply Chain issues with extensive working experience within North America, Europe, Latin America, and Asia. Earlier in his career, Karl was President of Atlas at aQuantive prior to its $6B acquisition by Microsoft, and before that served as a Diving Officer in the U.S. Navy.

For more than two decades, Kevin Book has been translating energy policy into actionable strategy for corporate leaders and institutional investors. Kevin leads ClearView’s research team, and in his analytical capacity he covers energy geopolitics and fossil energy policy. He appears frequently within print and broadcast media, contributes to policy forums convened by government and private organizations, and meets with top Washington policymakers. Kevin has also testified before several House and Senate Committees.

Kevin is a member of the National Petroleum Council (a self-funded advisory body to the Secretary of Energy), a member of the Council on Foreign Relations, and a nonresident Senior Adviser to the Energy Security and Climate Change Program at the Center for Strategic and International Studies. Prior to co-founding ClearView in 2009, Kevin was the Senior Analyst covering energy policy, oil, and alternative energy at FBR Capital Markets Corporation. Kevin holds a B.A. in Economics and English from Tufts University and an M.A.L.D. from the Fletcher School of Law and Diplomacy.

Global Lead Maritime Transport and Ports, IBRD

Jan joined the World Bank Transport Global Department in January 2025, as Global Lead Maritime 

Transport and Ports. Responsibilities include the Container Port Performance Index, the Port 

Reform Toolkit, and support to World Bank in-country port and shipping projects.

From 2003 to 2024, Jan worked for the United Nations Conference on Trade and Development

(UNCTAD), since 2016 as Head of the Organization’s Trade Logistics Branch. He developed and led 

technical assistance programs in trade and transport facilitation, co-authored and coordinated 

the Review of Maritime Transport, and initiated the Maritime Country Profiles, the International 

Transport Costs Data Set, and the Liner Shipping Connectivity Index. 

Previously, Jan spent six years with the United Nations Economic Commission for Latin America 

and the Caribbean (ECLAC) in Santiago de Chile, and two years with the International Maritime 

Organization (IMO) in London and Santiago. Prior to this, he held part time positions as assistant 

professor, import-export agent, seafarer, translator, and consultant. For eight years, he worked 

part time for the family tramp shipping business Hoffmann Shipping, based in Horneburg, 

Germany, with a tweendecker registered in St. Johns, Antigua and Barbuda. 

Jan has studied in Germany, United Kingdom, and Spain, and holds a doctorate degree in 

Economics from the University of Hamburg. He is member of the boards of various journals and 

professional associations, and from 2014 to 2018 was president of the International Association 

of Maritime Economists (IAME).

Dr Hoffmann has been to more than 140 countries and had his hair cut in 89.

He has three sons and one wife.

 Kushal Nahata is the Co-founder and CEO of FarEye, the AI-powered last-mile delivery platform serving 150+ enterprises across 30 countries, including over a dozen Fortune Global 500 companies. Under his leadership, FarEye delivered its strongest financial year to date in FY25, with revenue up 25.9% and a 57% EBITDA improvement. Kushal was honoured in the Avendus Wealth – Hurun India 'Under 40' List 2025, and previously in Business World's 40 Under 40 and the Top 25 Software CEOs of Asia. He is the founder of the global Last Mile Leaders community and the Last Mile Innovation Nexus.

Senior Vice President, Chief Logistics Officer 

David Collier is senior vice president and chief logistics officer for Arrow Electronics, Inc. He is responsible for driving operational excellence in the global logistics organization, including warehouse operations, transportation, programming, integration services and quality.

Collier rejoined Arrow in 2025 from Infinite Electronics, where he served as the chief operating officer and oversaw the company’s global operations including manufacturing, procurement, fulfillment, inventory planning, engineering and trade and export compliance. Prior to that, he held senior leadership roles in global supply chain at POOLCORP, MSC Industrial Supply and Carquest Auto Parts. From 2017 to 2020, he served as vice president of global supply chain at Arrow.

Collier holds an MBA from Emory University and a bachelor’s degree in public relations from Brigham Young University.
